[Assam] Sikhs Mitra/Education's Friend --info needed

Hi,

Today after www.ashanet.org/dc meeting had a strong discussion about the role played by teachers and para-teachers (not paratroopers :-)  ) . Para-teachers or Siksha Mitra  (Education's Friend)  seem to be doing a much better job since they have to renew their contract every year and thus sho up for work. I did  cite some extreme cases (such as in Rajasthan) where  Para-teachers became unionized  and demanded permanent status.

Any info on how Para-teachers are fairing vis-a-vis regular govt teachers in rural areas esp (though even in cities  high rate of absenteeism seems to be there for govt teachers). I am told villagers or Panchayat's intervention/monitoring/oversight  seems to be paying dividends - never mind that in some cases the Sarpanch appoints his/her own  nephew as  para-teacher  to draw salary for nothing.
