Who fixes the Curriculum and decides what to teach---  and how?  At inception--and how to change annually? 
Entry again  by  High Marks?  Or by Physical/mental Aptitude basis? Or by  "Freedom Fighter's Granchildren, Ex-Servicemen's family / Reserved Category---- basis?"
