It also points to the failure of engineering education of those who 
play engineer!  They are glorified clerks , paper=pushers, wearing a 
mantle of engineering.

Add to that the fact  that  by-and-large those who become engineering 
decision makers become so  NOT because of their engineering 
expertise, but because of college test scores, connections, seniority,
sycophantic skills and cronyism of a dysfunctional governmental system.

Therefore, until this damaged system is thoroughly overhauled, no one 
should expect to see any perceptible change. Never mind the abundant, 
real engineering skills, among the population.








4. CWC" pathetic forecasting records

Dear WaterWatch,

With reference to Message 1, "CWC's Pathetic Flood Forecasting-Part 
2" by Himanshu Thakkar,
I am horrified and amazed that ENGINEERS in CWC do not know that 35.3 
cusecs equal 1 cumec.   This can simply be got by cubing 3.28, since 
one metre is equal to 3.28 feet (I can presume that CWC engineers 
have hand calculators, so there is no need for them to go for 
long-hand multiplication which could be error-prone). Or else they 
have not bothered to check their documents for accuracy.

If this is the standard of CWC (our CENTRAL Water Commission of the 
Government of India), it is small wonder that they have been pushing 
for solving flood problems of more than 50,000 cumecs by link canals 
that carry 2,000 cumecs at most, in their Interlinking Rivers 
program, supported strongly by Ex-President Kalam.
