[Assam] Crybaby

Hi C'da: At least this time you are not saying that it is the Delhi Babus' but the Assamese Babus' fault.

I heard that cash was carried from Delhi to one of the NE states for some projects and all the Babus from that state took the cash home. I find it hard to believe though, even in the least developed places there are banks. Or, may be it was just an example they gave. I just didn't want to ask him...
