[Assam] Assam's terror victims demand justice

*** if everyone played by those 'modern rules' or even by the old ones  
THEN on the books, the insurgencies
could never have materialized. They happened, because the powers that  
be did not care about the 'rules' and the
their self-proclaimed constitutional bounds or duties.
