Who decide in the Civil administration or the military hierarchy where to
post the security forces? That would give you the missing logic if you
really try to see and consult books that have been written on insurgency by
more serious people tahn I am . It was the lad from Nagaland, who scaled the
Kargil heights, put bombs into the hideouts to snuff the last resistance of
the intruders. While climbing, he was ridden with bullets. He surely did not
neglect his duty like the bigwigs who looked the otherway when intruders
infiltrated the place. Sadly, he did not decide anything in the army; but
decided to lay down his life. It is the likes of the Navy commodore who was
given the assignment for buying ships from Russia but succumbed to lure of
the flesh and money who decide things. In Assam, or in any sensitive zone,
these people are in a position to loot. That a thousand crore scam can take
place in a state like Assam is enough indication as to how uncertainty can
help corruption. Here, it would be better to appreciate things from an a
posteriori position than an a priori one. Here. security forces of all hues,
including Assam Police, have access to huge amount of money for the sake of
insurgency or special operations. For the sake of secrecy, those are not
subject to audit. Due to insurgency, the security forces can harass people
in one pretext or the other, and indulge in even land grabbing and aiding
the real estate business. There are so many ways, that a well placed person
in the security forces can easily earn fabulous wealth if insurgency
continues; it has been the saga of the NE for so long that one has to put on
blinkers not to see it or too far off that those are not visible. The Jawans
also get petty shares; the permission to molest, keep some loot for
themselves to post Kishan Vikash Patras home; after all they are the ones
that usually get the bullets of the insurgents. The buckles of the bigwigs
remain untainted; shine with the touch of Brasso.
But I do not expect that I shall ever be able to convince you or anyone
through e- mails; time will only tell whose view was nearer to the truth.
Hawking has recently come up with the conclusion that our present selects
our past; things cannot be predicted a priori, but can only be traced
through a posteriori logic.
Now, why has the ULFA movement begin: (1) Foreign hand (2) Failure of
the Government policies in respect of Assam (3) Some teenage boys........
Please try to find the pre-dominant cause. May be you'll be able to
appreciate faintly what I am referring to. If you do not see it; I cannot do
anything about it. We have a paradigm difference of views.
