1) there are different views on formation and activities of Salwa Judum. The NHRC says "it was spontaneous reaction by the tribals to defend themselves against the “reign of terror unleashed by the Naxalites." It also said " allegations against Salwa Judum were distortions of truth by some biased human right organisations". So, the best we can say is the allegations against Salwa Judam which you mention are unproved at this point. There are counter points
2) You say "I can't name a single state in this country not effected by terrorism". Good that you agree that ULFA/Maoist and the likes are terrorists -- not some angels of heaven.
I could have picked a state or two not effcetd by terrorism (like Kerala or Sikim ) but that is not the point. Every country , even mighty US , have been subject to terrorism. And every country use force to deal with terrorism.
3) Indian freedom fighters used Ahimsa -- they used certain tools -- Satyagraha, Non-coperation etc. What tool do you suggest GOI to use against Maoist or ULFA ?
A state cannot sit and preach Ahimsa when its subjects are being killed by some goons. As I asked you earlier, do you preach the same Ahimsa for Murderers or Rapists ? And extending that, is there a need for police , army or court ? In utopia yes, in real world -- you better explain.

you were referring Dhemaji killings. No doubt that was condemnable . But
What about Jalianwalabag killings of 1919? What was the policy of mainstream
freedom fighters then? Ahimsha!
What I do understand from your point is that Ahimsha is for foreigner big
brothers , Himsha is for your poor countryman! Do you want to mean those
Foreigners were Gentelman-Sahib(!) and your countryman are mere criminals
and rapist!
Salwa Judum is one important fact, about whom nobody is talking. There are
many Gandhians also who are being killed , harassed and jailed for being
supportive to the tribal! nobody is talking about them either!
I'm sure had Gandhi alive today he would have stand beside those tribal not
with the state.

you? Differences can be in degree. You again asked 'why it is needed?" You
