In short ...

E-democracy uses information and communication technologies
(ICTs) to improve citizen participation and government decision-
making.  Public net-work uses similar ICT tools and online
communities to encourage direct stakeholder and citizen
participation in efforts that help governments, NGOs, and others
implement established public programs and priorities in new and more
