There are three aspects to a successful meeting, especially periodic ones like these cabinet meetings:
Preparing an agenda
Writing the meeting notes
Maintaining an Action Items List with actionee names and due dates
Why can't the trained IAS officers do these simple tasks? I'd think it is their responsibility. Do they delegate too far down the line to office assistants and never follow up?

Govt reminder on Cabinet decisions

GUWAHATI, July 4: After a section of government officials has the Chief Minister worrying for their works, the Government has decided to issue guidelines to them reminding them of their duties.
Sources said some of the IAS officers do not prepare the Cabinet memoranda properly, nor do they implement some important Cabinet decisions. In most of the cases, these officials prepare the memoranda hurriedly, thereby missing on some vital points. The Government has issued guidelines to a section of officials and decided to send such guidelines to others within a couple of days. On the other hand, the Cabinet, on its part, takes certain decisions which do not prompt the officers to work on them.
According to Government regulations, the Commissioner Secretaries should prepare the Cabinet memoranda very precisely and minutely for discussion during the meetings. But some of these officials have become so casual in their duties that they hurriedly prepare the necessary documents and skip through some important points resulting in either a delayed decision or no decision at all. Given this, the State Government has decided to issue guidelines to the officials concerned for monitoring the memoranda before giving the final nod.
Sometimes these officials take a very long time to implement some Cabinet decisions and do not express any interest at all. The Government, therefore, has asked some of the officials to clarify the reason for these delays. It may be mentioned here that sometimes the Cabinet has to take such decisions which do not come under the jurisdiction of the Cabinet itself but are of public interest. At the same time, the Cabinet takes certain decisions like staying transfer, promotion, extension of service and others, which should not be taken up in Cabinet meetings. These decisions, on the part of the powers-that-be, lead to the IAS officers not showing any interest in them.
