[Assam] Why no AIIMS in Assam / NE ?

If NEI gets AIIMS, the traditionally benefitted Patna Medical College,MNC-Apollo groups,TATA Mumbai,CMC VEllore,ShakaraNethralaya etc will sink in the Indian Ocean.No govt will give them new package to bail out.George Bush is no more.Look at all angles.....
All bz they enjoys good revenure illegally or legally from entire 7 states and Sikkim thus fooling people.
