[Assam] Tell Me

What  one can reasonably infer from the text is 
that the Canadians  suspected the Russian bombers 
of a provocative action in flying close to 
Canadian airspace a day before the American 
President's visit, and warned them not to 
trespass into  Canadian airspace.

The Russian response was that they were entirely 
in their right to fly in international airspace, 
as they were.

What is not discussed is whether the Canadians 
were over-reacting to a perceived provocative 
action or a threat. That, in this instance, is 
for the reader to judge.
